PHNOM PENH – Prak Sokhonn has returned to lead the Ministry of Foreign Affairs, replacing Sok Chenda Sophea who faced criticism for being ineffective.

Sokhonn, 70, served as Foreign Affairs Minister from 2016 to 2023 under the leadership of now-Senate President Hun Sen.

One observer said Sok Chenda Sophea appeared to have less power to make decisions in the role, unlike Prak Sokhonn who had power in the ministry and in the ruling Cambodian People’s Party.

Seng Vanly, an international relations observer in the Asia Pacific, reckons that Sokhonn can withstand the pressure from the US, trade wars, geopolitical conflict and ASEAN.

Sok Chenda Sophea was more of an expert in trade and investment after serving in the Council for the Development of Cambodia (CDC) for more than 25 years.

 “Cambodia's foreign policy, which diversifies economic relations and pushes economic diplomacy, seemed less effective in his term,” Vanly said.
